Introduced by the 2023 Skilled Immigration Act and in force from March 2024, Section 19c(2) allows non-EU nationals without a recognised degree or vocational qualification to work in Germany if they have (a) a state-recognised vocational qualification from their home country of at least 2 years' duration, (b) at least 2 years of relevant work experience within the last 5 years, and (c) a concrete German job offer with a salary meeting minimum thresholds (set at 45% of the pension-insurance ceiling). A skills assessment may be required.
