The Personalised Employment Pass (PEP) is designed for top-tier foreign professionals who want greater labour market flexibility without being tied to a specific employer. Unlike the standard EP, the PEP is attached to the individual rather than the employer. Holders may remain in Singapore between jobs (up to 6 consecutive months of unemployment allowed). The PEP cannot be renewed; it is issued only once. It is not subject to the COMPASS assessment.
